후쿠시마 현 소마 시는 현 유일의 석호인 '마쓰카와우라'와 풍부한 해산물 그리고 '말'과 관련된 역사가 있는 곳입니다.

소마 - 해산물과 말의 도시

'소마'라는 곳을 알고 있는 사람이라면 아마도, 그 고요한 바다풍경보다 말과 갑옷으로 무장한 다이내믹한 축제를 먼저 떠올릴 것입니다. 소마 지역에는 이 '노마오이'라는 축제와 함께 마을 사람들에게 사랑받는 다양한 문화가 있습니다.
 
  • 미나미소마 마사공원의 승마장
소마 노마오이 축제의 역사는 한 때 이 지역을 통치하던 '소마 씨(다이라노 마사카도의 후손)'로 거슬러 올라갑니다. 갑주경마와 신기쟁탈전, 그리고 말을 탄 무사들이 마을을 행진하는 행례 등이 이루어지며, 축제의 대미를 장식하는 '노마카케'는 소마 번 사람들의 안녕과 번영을 기원하는 제례로, 말을 맨손으로 잡아서 신전에 바칩니다.
이러한 제례의 기록은 모두 미나미소마시 박물관에 보존되어있으며, 오늘날까지 지역의 소중한 역사/문화로 전해져 오고 있습니다. 지금도 소마 지역에서는 곳곳에서 말을 볼 수 있으며 제례에서 활약하는 약 250마리의 말들 중 절반 정도를 키우고 있다고 합니다. 또한 미나미소마 마사공원에 있는 실내 승마홀은 일본에서 가장 큰 규모를 자랑하기도 합니다.
 
  • 소마의 해안선
여름에 펼쳐지는 노마오이 축제기간 뿐만 아니라, 일 년 내내 많은 사람들의 소마의 바다를 찾고 있으며 그 절경에 감탄하고 맛있는 해산물들을 즐기고 있습니다.
소마의 해안선에는 '마쓰카와우라 현립 자연공원'이 있습니다. 넓은 석호를 배경으로 독특한 모양을 한 작은 섬들이 점재하는 고요한 바다 풍경은 일본100경에 선정될 정도로 아름답습니다. 바닷가에서는 현지 사람들과 여행자들이 해변 코스가 있는 파크골프장에서 골프를 즐기거나 낚싯대를 던져 놓고 아름다운 석호와 석양을 바라보는 여유로운 하루를 보내곤 합니다.
 

소마의 어업-시장, 선별 그리고 안전을 위한 검사

소마의 어업에 대해 좀 더 알아보기 위해, JAPANKURU 팀은 '하라가마'라는 곳에 있는 '소마 하라가마 어시장 선별/도매시장'을 찾아 실제로 어업이 이루어지고 있는 모습을 보고 왔습니다. 한류와 난류가 만나는 후쿠시마 앞바다의 특성 덕에 이 지역에서는 '조반모노'라 불리는 최고품질의 어패류가 풍부하게 잡히며, 시장에는 정기적으로 약 30~40종, 연간 약 200여 종의 물고기들을 볼 수 있다고 합니다. 
  • 지진 직후의 후쿠시마
후쿠시마 연안 주변은 지난 10년 간 큰 변화를 맞이하였습니다. 물론 그것은 소마 지역도 예외는 아니었죠. 2011년 3월의 동일본대지진과 쓰나미는 이 지역에서 많은 사람들의 목숨을 앗아갔고, 방사능과 관련한 뉴스를 접한 대부분의 사람들은  후쿠시마 현 전체가 지진 피해를 입었다고 생각하게 됩니다. 지금 현재도 후쿠시마라는 곳에 대한 걱정과 우려가 세계적으로 여전히 존재합니다. 그러나, 최근에 후쿠시마의 바다에 실제로 가 본 사람들이나 사진 등의 정보를 보면 알 수 있듯이 현지 사람들은 마을의 재건을 위해 노력하고 있으며 이곳 소마 역시 활기를 되찾아가고 있습니다. 

특히, 농림수산업에 있어서는 재성장을 위한 프로세스의 큰 축으로 '끊임없는 안전 체크'라는 노력이 이루어지고 있었습니다.  후쿠시마 현 농업종합센터의 모니터링 시설에서는 후쿠시마 앞바다 및 해저의 방사선을 정기적으로 체크하고 있습니다. 이것은 수중에 사는 해양생물의 안전을 확인하기 위한 중요한 조사이며, 이와 함께 도매시장에서는 더 확실하게 안전성을 높이기 위한 철저한 검사를 실시하고 있다고 합니다.
 


 
  • 하라가마 어시장의 어획 풍경
  • 어종 선별 모습
매일 아침, 하라가마 어항에 잡은 물고기들을 실어 나르는 어선들은 가장 큰 배도 대여섯 명 정도가 타고 있을 정도라고 합니다. 이 배들은 소마 앞바다에서 물고기를 잡기 위해 꼭두새벽부터 줄지어 출항합니다. 이들 중에는 석호에서 작은 배로 홀로 조업하는 어부도 있었습니다. 그만큼 어획량이 적다는 걸 말해주는 한편, 어부들이 저마다 질 좋고 다양한 '조반모노'를 잡고 있다는 것을 의미하기도 합니다. 큰 배들은 보다 먼 바다로 향하며 물고기 뿐만 아니라 대게와 같은 깊은 바다에 사는 생물을 노립니다. 기동성이 좋은 작은 배들은 해안가에서 잡히는 현지 특산물인 바지락을 잡는 모습을 볼 수 있었구요.
  
  • 품종별로 분류한 다음 크기별로 나누는 모습
아직 이른 아침 시간에 배들은 항구로 돌아와 잡은 물고기가 든 통을 옮기기 시작합니다. 선별장에서는 종류와 크기에 따라 분류되고 도매업자가 가격을 매길 준비를 합니다. 단, 판매를 시작하기 전에 가장 먼저 하는 것은 안전체크입니다. 그날 잡은 물고기가 평균치인 40종류이건 그 2배이건 상관없이 모든 종류가 매일매일 방사선 검사의 대상이 됩니다. 간혹 진귀한 종류의 물고기가 한 마리밖에 잡히지 않았다고 할 지라도 예외는 없습니다. (어부 입장에선 한 마리의 물고기로 수입이 크게 좌우되기 때문에 검사하는 어종에 대해서는 어협이 매입을 합니다.) 
후쿠시마 현이 공개하고 있는 검사기록을 살펴보면, 현재 시장에 유통되는 어패류의 방사선 수치는 지난 몇 년간 꽤 낮게 유지되는 것을 알 수 있었습니다. 어시장의 검사에서 높은 수치가 검출되었을 경우에는 어떻게 대처하는 지 물어봤더니, 해당 어종은 즉시 회수되어 더 정밀한 검사와 연구를 위해 '수산자원연구소'로 보내지기 때문에 시장에서는 안전하게 격리된다고 합니다. 다행이도 이런 일은 흔하게 일어나지 않으며, JAPANKURU 팀이 방문한 날도 그날 잡힌 물고기들이 모두 판매되는 것을 지켜볼 수 있었습니다.

소마의 어업은 2011년의 동일본대지진 이전보다 훨씬 소규모의 조업을 이어가고 있습니다만, 향후 5년간 지진 이전의 50%까지 회복하는 것을 목표로 계획을 세우고 있다고 합니다. 또, 새로운 어선을 만들고 보다 많은 어부들을 바다로 보내기 위한 10년 계획도 가지고 있다고 알려주었습니다. 최근엔 소마의 어업에 관심을 갖는 젊은 현지인들이 도시로부터 돌아오고 있다고 하니, 이들 계획은 꽤나 희망적이라 할 수 있을 것 같네요.

아침부터 갓 잡아올린 다양하고 신선한 물고기들을 만나고 나서, JAPANKURU 팀은 이들을 직접 맛보기로 했습니다.
그에 앞서 '소마 후타바 어업협동조합'의 조합장인 '다치야' 씨를 만나 이야기를 나누었습니다. 조반모노에 대한 자부심이 느껴지는 그의 열변 중에서 인상적이었던 부분은 '이 지역의 특징은 어종이 많고, 비교적 완만한 경사의 대륙붕 지형은 특히 광어가 서식하기에 최적이며 소마의 광어는 일본에서 최고로 친다.'는 것이었습니다. 어종이 많은 것은 직접 눈으로 봤기에 공감했고, 나중에 실제로 광어를 먹었을 때, 그 독특한 서식 환경 덕에 얻어지는 훌륭한 맛임을 실감했습니다.
마지막으으로 '여기서 잡힌 고기는 맛으로는 어디에도 지지 않는다'던 조합장의 자신감 가득한 모습을 떠올리며 다시 한 번 그 맛이 틀림없음을 확신했습니다.
        

소마의 조반모노를 맛보다

  • '식당 타코하치'의 조반모노 요리
점심을 먹은 '타코하치(たこ八)'는 현지인들이 추천하는 인기 식당으로 소마의 진미에 도전하기에 최적의 맛집이라고 합니다. 마쓰카와우라, 소마 앞바다에서 난 어패류로 만든 요리를 맛볼 수 있으며, 현지 특산 재료를 다양하게 즐기는 세트메뉴도 있습니다. 이번에는 셰프가 추천하는 소마 대표요리들을 주문했는데요, 그 결과는 대만족이었습니다.

가장 먼저 선보인 요리는 신선한 광어회. 후쿠시마 현지의 '다마스즈 양조장'에서 만들어진 향토간장에 찍어 먹는 은은한 담홍색의 탱글탱글한 광엇살은 접시 아래가 비칠 정도로 섬세하게 뜬 셰프의 솜씨가 느껴졌습니다. 
이어서 소마를 대표하는 '홋키메시(북방조개 덮밥)'가 나옵니다. 이 조개를 어떤 요리에 쓸 지 궁금했었는데, 네모난 반합에 향긋한 소스를 머금은 밥, 그 위에 조갯살이 정갈하게 올려진 심플하면서도 깊은 맛의 조합으로 젓가락을 멈추기가 어려울 정도로 맛있어서 왜 홋키(북방조개)가 이 지역 가정요리의 인기 식재료인지를 바로 이해했답니다.
마지막으로 풍미 좋은 단짠 국물에 졸인 통통하고 부드러운 가자미조림으로 식사를 마무리합니다. 현지의 요리를 깨끗이 비우면서 후쿠시마의 바닷가 사람들이 조반모노의 신선함과 풍미 그리고 맛을 많은 사람들에게 알리고자 하는 이유를 몸소 알게 되었습니다.
